Address "Dashboard state transition panel inconsistent representation" and "Dashboard measure reaction execution time (reactor-c)" #5

This addresses the two items which we agreed on Tuesday that we should solve during this sprint.

See CHANGELOG.md for details, including screenshots showing what changed.

Pinging @elgeeko1 since this unblocks the task "Release Dashboard fixes to Customer"

@elgeeko1 Dashboard JSON and CHANGELOG.md are both updated to include the improvement that we discussed this morning. I think that that improvement turned out as intended and that all three improvements/bugfixes are good to release.

Minor detail: After merging, it may be helpful to update the commit hash and link appearing on line 3 of CHANGELOG.md. This would be similar to the change made and discussed in https://github.com/xronos-inc/xronos-dashboard/pull/5/commits/d7c4b7b4c1c816fc716386982a0cfd22b891693a.
