What the F* is multiuser? #11

The multiuser configuration option is not well documented. The code around it (see Users.pm) is very very very confusing.

Basically if you have multiuser, you see pending users.

Possibly relating to multi users in Wordpress. You can switch between "users", as if you're logging in as some other user.
