Really, it should DWIM in both cases :)

Yes, I think so. It's a very common typo and I do it myself, occasionally. For the API itself, I'd rather see a redirect from Dist::Name to Dist-Name on /release. For MetaCPAN::API I would think you could DWIM that, but maybe throw a warning at the same time.
