Revert `pubsub#metadata` to `pubsub#meta-data`. #1092

This partially reverts mass replacements of meta-data with metadata, as per #710, to ensure that protocol literals don't change.

I'm gonna bring this up with Council, thinking about the back and forth makes my head hurt.
