Update ProtoXEP: Pubsub Attachments #1191

Update reactions to be similar to XEP-0444. No namespace bump as this is updated before council review to eventually become an official XEP, and there are no implementation yet in the wild.

as the protoXEP has been published, I'm closing this PR to make a new one to XEP-0470
