Like #1243, I have no idea if inbox'd items require revision blocks etc. Let me know, so I can add one if required :)

thanks for your review. However I don't want to update a protoXEP while it's in council review process (last time I've wanted to do it, there were some criticisms). So, could you update this PR if and once the protoXEP is accepted by council? Thanks!
