colorhelpers 'fade' function requested #604

I'd like to be able to take a given color and 'fade' it to a given level of 
transparency.  This would be much like the 'scale' function, but only affects 
the alpha channel.
Preferably be able to scale the alpha channel vs just set an absolute 
transparency.
