是否能够实现上下行参数解耦 #744

目前越来越多的国际线路出现去程与回程线路情况天差地别的的情况，有的去程丢包极高，回程几乎不丢包，目前kcptun的单一静态配置在回程上极为浪费带宽，而去程上即使参数再激进也无法充分发挥目前大部分xPON上行大带宽的优势，能否实现上行100倍放大，下行仅仅1.2-2.0倍放大，显著提升带宽利用率？
