Channel Numbers Randomly Change using PMS #259

The channel numbers provided to PLEX by xteve randomly change when the application is restarted. I'm using ChannelsDVR as the M3U source (specifically: http://server-ip:8089/devices/ANY/channels.m3u?format=ts&filter=favorites) and PMS.

Server:

OS: Windows 10
Arch: Intel 64 Bit
xTeVe Version 2.2.0 Build: 0200

Expected behavior Channel numbers provided to PLEX should remain static.

I have noticed this with Emby too. My research shows that Providers are frequently deleting/adding channels and xTeVe "fills in the blanks" as this process occurs. When these new channel numbers are fed to Emby, it messes up the mapping. I have submitted to Emby to not Map based off Channel Numbers, but instead use Channel ID, but this has been summarily rejected.
