These mobs are part of the first boss fight with Krik'thir the Gatewatcher
Encounter is not possible unless you can kill the watchers in 1-2 seconds. They cast "web wrap", a 10 second CC that is not interruptable or dispellable/breakable. Their recast timer is up within the 10 seconds, so they can recast it on you as soon as it breaks. If you are lucky you will be able to get one global cooldown of hits off before you are CC'd again for 10 seconds.
You either die while being chain CC'd or the encounter will sometimes reset while you are CC'd.
