Warn when PatchSet is based on different parent #347

What steps will reproduce the problem?
1.Upload patchset
2.Update working copy with more changes
3.Upload patchset again

What is the expected output? What do you see instead?
In the diff between patchsets you can see the changes from step 2. It will be 
nice to mark these changes as coming from a new base file with some different 
color.

It will also help to warn that base files for new changeset are different 
during upload and perhaps in patchset list.
