6.20 PRO-B6 (Non-Perm) Final Fantasy VI Official PSN Startup Error #21

What steps will reproduce the problem?
1. Sign into PSN and buy/download Final Fantasy VI.
2. Set the HEN to fake the firmware using version.txt (6.39).
3. Run the game.

What is the expected output? What do you see instead?
"The game could not be started 'FFFFFFFF'"

What version of the product are you using? On what operating system?
6.20 PRO-B6 (Faked version 6.39)

Please provide any additional information below.
Tried to deactivate/activate, cold boot etc to resolve the problem to no avail.

I also know it isn't an error with the file itself as a downloaded version 
works on my PS3.

Try to upgrade to pro 6.39 !

I'm trying to avoid an upgrade if at all possible for possible permanent 
patching in the future. Was wondering if its the pops for the game which might 
need updating or an error with the version faking in this case as the error 
code 'FFFFFFFF' is to do with an update failure.
