“NODRM Engine – Use your bought DLCs, no matter on which PSN account you 
are currently logged in.” 

I created a Singapore account to download the GodEatersBurst DLC then swapped 
back to my NA account so I could get my Dissidia stuff. Now I can’t use my 
GEB DLC content without swapping back to Singapore….. Am I not understanding 
the meaning of the above statement correctly?

As I know your must decrypt your DLC first.
