Adding static resource url configuration for hosting static files or media files in other apps #16

An easy way to get more quota by hosting static resources(css/image/js/etc...) on any other app from a different domain.

After this change, user can configure a static resource url in admin setup page and modify page template like below to request any resource files from any other domain:
