legislation.govt.nz has nasty URLs that appear to expose implementation of current publishing system.
e.g. the 1991 RMA is at http://legislation.govt.nz/act/public/1991/0069/latest/DLM230265.html
Instead it would be great to demonstrate more human-usable URls as well as more citeable ones. e.g. http://legislation.govt.nz/act/public/1991/rma

Further, it would be great if one could cite the specific section of a law. Right now, to reference part 2 of the RMA, the URL is http://legislation.govt.nz/act/public/1991/0069/latest/DLM231904.html but it could be http://legislation.govt.nz/act/public/1991/rma/part/2 that would be both machine & human understandable.
