debug.cpp continues to call perf-related functions when ANGLE_DISABLE_PERF defined

Purpose of code changes in this attachment:
Fix link errors caused because common/debug.cpp continues to call perf related 
functions even when ANGLE_DISABLE_PERF is defined.

When reviewing my code changes, please focus on: trace & 
ScopedPerfEventHelper::ScopedPerfEventHelper

After the review, I'll merge this branch into:
/trunk

I will need to be enabled as a submitter in order to submit this change.
