essl_to_hlsl project debug configuration fails to build

Purpose of code changes on this branch:
Add include path and library necessary for the debug configuration to build 
successfully.

When reviewing my code changes, please focus on:
The gyp file changes. I added debug.cpp which wasn't previously included, as 
well as adding the include path and the d3d library dependency.

After the review, I'll merge this branch into:
/trunk

I will need to be enabled as a submitter.
