Question about relative time periods #10

Hi, I just encountered an issue when using "fect" package in R and cannot find the answer from the instruction. The relative time periods in my data is from "-8" to "+2", but the coefficients returned by "out.fect$est.att" is for the relative from "-7" to "+3". I cannot understand why there is a shift here? (The year when the policy was released is denoted as relative period "0")

In "fect", the year when the policy was released is always denoted as relative period "1".
