What steps will reproduce the problem?
1. Clone a project without a private key.
2. Try to delete the folder

What is the expected output? What do you see instead?
You should be able to delete the folder and start over.

What version of the product are you using? On what operating system?
TortoiseSVN 1.6.2, Build 16344 - 64 Bit , 2009/05/09 13:46:29

TortoiseGit 0.6.2.0

I doubt if it is private key issue. I read this issue and generated keys but 
still
git folders are locked on Windows XP.

WhoLockMe tool (http://www.dr-hoiby.com/WhoLockMe/index.php) showed that
TGitCache.exe (from C:\Program Files\TortoiseGit\bin) is locking files.

So workaround is to start Task Manager, kill TGitCache.exe and delete .git 
folder.
And you need to be fast to delete after kill because TortoiseGit restarts 
TGitCache
if it notices it's not running.
