CI runner updates - Githubissues

Added ability to randomize signature algorithm selection for certificates and DCs (done by passing the -alg 0 flag, which is also the default if -alg isn't specified).
Removed fuzzing stuff, since that'll have to be thought out more
Logging is done verbosely to a log file called generated/test-outputs/run-log.txt, can also be written to stdout if the --verbose flag is passed to the runner. docker-compose build output will written to stdout if --verbose is passed, but is not at all written to run-log.txt
impl-endpoints/cloudflare-go/runner.go had a small bug that would let the client exit successfully even when there's an error
