Issue with loading of smartwizard css on 13.10.x #60

On version 13.10.x and possibly till 14.1, there is an issue with Tika considering the smartwizard css file as javascript. The loading then fails and the tabs are badly displayed. The issue has been reported in XWiki as https://jira.xwiki.org/browse/XWIKI-19491

In order to workaround the issue, we should include the CSS in an SSX.

Implemented the workaround adding the css in the ssx
