Main wiki configuration changes are ignored in subwikis #15

Because of a recently introduced regression (95d123a7b99c949579e465b87d3aa26d5a6a5c83), subwikis would not find the main wiki's configuration and the default values were always used. As a consequence, for example, one could disable the antivirus only on the main wiki.
