Update parent version to 11.10 #197

[oanalavinia]

• modified the parent version to 11.10 and added revapi ignores
• applied xar:format on pages exported from xwiki 11.10
• removed code needed for an older version of xwiki
• updated licensing dependency to a version that has also 11.10 as parent

Note that this PR remains a draft until licensing 1.19 is released
