Create a dedicated category in Administration where we can set the Forum moderator mail #24

Tested on XWiki 10.6 + Forum 2.5.2

Currently the flagging mails are send to the mail address set in XWikiPreferences. Users never find this option and you always need to read the documentation. We should add a place to configure the email address or the user (and take its mail from the user profile) where we want to send flagging mails.

Please also see https://jira.xwiki.org/browse/XAFORUM-248. It would be great to create a dedicated category where can be set the Moderator mail (user or admin), because the 'admin_email' property from XWiki.XWikiPreferences is empty although the Admin has set an email address in his profile and therefore the user gets the warning message (which creates confusion).
