Subwiki - Delete option appears once a simple user creates a forum #45

Steps to reproduce:

  1. Log in a subwiki as a simple user that is part of it
  2. Click on Forums
  3. Observe the Actions column
  4. Create a new forum
  5. Observe the Actions column again

Expected results: User can see options only for the forum he has created.

Actual results: The user can see the Delete options in the Actions column for all forums. Once clicked, he has no option to remove anything, not even his as per https://github.com/xwikisas/application-forum/issues/37

Environment: Windows 10, XWiki 10.11.1 with MySQL 5.7 and Edge 18

This issue is a duplicate of #47.
