Can't vote on a FR wiki #23

Preconditions: Have a FR wiki/subwiki.

Steps to reproduce:

  1. Create a new Idea (status Open - Ouvert)
  2. Vote for it as creator / other users

Expected results: The users are able to vote for the Open idea.

Actual results: The users can't vote for the Idea and the "Le votte pour cette idee est ferme" message appears at the bottom of the page.

Environment: Windows 10, XWiki 10.11.2 MySQL 5.7 and Edge 18 / Chrome 72 / Firefox 65 / IE 11, Ideas Application (Pro) 1.11.1
