Users should be able to Edit only their own Idea, Admins all #36

Currently in the Ideas Application (Pro) 1.11.12 any user can Edit any Idea.

A suggestion would be to only allow simple users to Edit their own ideas or the Ideas they are Assignee of, while Admins can Edit / Remove any of them.
