Prep netbook for competition #26

The competition netbook needs to be prepped.  Important things that may not yet 
be completed:

- Disable any automatic virus/malware scans, and anything else that may start 
up during a competition.  (Things like automatic software updates and Windows 
update are probably not an issue, since there's no internet connection during 
competition.)

- Update the SmartDashboard and its git repository on the netbook.  (Jarrett 
should be working on this.)

I don't know what the status of the smartdashboard repo on the netbook is, but 
I know that it is set for competition, with the exception of the ethernet port. 
But that is a whole other issue.
