utf8 characters problem #791

What steps will reproduce the problem?
1. download a torrent file with a directory inside with latin characters for 
example íóú...
2. you cannot see it in the file manager
3. you cannot unpck it automacly

What is the expected output? What do you see instead?

run as normal as other files...

What environment are you using?
1. My ruTorrent version is... v3.4
2. My rTorrent version is... 0.8.9
3. I use web-server... it version is... on OS... seet.st i think apache
4. I use browser... it version is... on OS... chrome windows

Are some errors present in the web-server log?

Are some errors present in the browser error console?

the only error is taht you cannot enter to that directories with the file 
manager but any error is shown

Please provide any additional information below.

the guys at seed.st told me they cannot do nothing so i supposed its a problem 
from here...

1) "latin characters" must be in UTF-8 coding.
2) "file manager" is a third-party plugin, i doesn't support it. Ask it's 
author.
3) You system must be properly configured for UTF-8 support.

the system must to convert them.... its a problem of the system not mine...

Problem in *your* system is a a *your* problem. Configure it by the normal way. 
With a proper locale etc.
