retrackers Now Causes Torrents To Be Added in Stopped State #821

Now that you fixed the other issue with retrackers 
(https://code.google.com/p/rutorrent/issues/detail?id=817), all torrents added 
(both magnets and uploaded torrent files) are now added in the stopped state, 
both via the ruTorrent and rtorrent interfaces, if retrackers is active.

I'm now using the full SVN version of rutorrent and all plugins, but it also 
happened with just 3.5 and the updated retrackers plugin.
