Feature Request - Confirm no longer seeding data prior to deletion #837

What steps will reproduce the feature?
1. Right-click on torrent
2. Select 'Remove and' option
3. Delete Data

What is the expected output? What do you see instead?

I would like to propose/request a change in the behavior of the existing
"Remove and Delete Data" option. If I am cross-seeding (aka outside seeding)
data referenced by multiple .torrents on multiple different trackers some of
those torrents finish earlier per my ratio rules. When I choose "Remove and
Delete Data", I would like rutorrent to automatically detect if there are any
other currently seeding torrents using the data before proceeds with the
deletion. If the data is still in use, it may either simply not delete it, or
throw back an error to the user that the data is still being seeded. Perhaps
this could be a config option setting somewhere that I could enable.

As it is today, I have to change to a different view, sort my torrents
alphabetically and scroll through to see if this is the final torrent for that
data or if there are others still seeding. I have also tried just waiting until
ALL .torrents for a specific data are finished, selecting and deleting at once,
but I felt it left my UI extremely cluttered with finished torrents.

What environment are you using?
1. My ruTorrent version is... 3.5 rev 2312
2. My rTorrent version is... .9.2/.13.2
3. I use web-server... Apache it version is... on OS... Ubuntu
4. I use browser... chrome it version is... Version 27.0.1453.116 on OS... OSX

Thanks
