Update tooling and automations #1423

Deprecate Vagrant and use only Docker.
Replace Travis CI with GitHub Actions.
Replace Docker Hub with GitHub Packages for custom Docker image hosting.

This has been reviewed and tested by @tharsheblows, @bartoszgadomski, and me. I think it's good to go at this stage. Any issues discovered will be addressed in follow-up PRs.
