Settings revisions are stored in a custom post type and there is a metabox when viewing that post that dumps out the settings stored in it, there can also be an interface to compare two such posts to see how their settings are different. Such a diff view would be very useful in the customizer itself so that a publisher can easily see the changes that they are applying.
