2024 UPDATE #294

Initially intended for simply patching the json DB, realized I needed to spin up a new server, and while doing that had to fix a bunch of crap.

Bump node and python versions
Support multi arch for docker build and deploys (arm vs amd)
Remove buckeye from DB
dont install pillow anymore in backend (takes to long and we dont use it)
disable login integration test)
new macos build script
fix up docker setup scripts for Amazon EC2
redis server docker image load issue (naming issue)
Local node development open SSL legacy provider issue
FIX session ID bug in report an issue client
add unit test for report an issue
Add macos.sh setup script for local development
Add setup.sh call in test.sh for backend testing
Allow react app health check to support 200 and 301 responses
