Add ability to use auto-detect proxy on Windows #332

What steps will reproduce the problem?
On Windows if "Automatically detect settings" is checked under LAN Settings, no 
proxy resolver is used.  This can lead to incorrect behavior for people that 
use proxies.

Comments in the code indicate that auto-detect is avoided for performance 
reasons.  For this reason, I've added a setting that can allow users to opt in 
to auto-detect.  Please see the attached patch.

What version of the product are you using? On what operating system?
r283, WinXP
