Add auto_build tools/configuration for automating CEF builds #373

Add tools and configuration necessary to perform automated CEF builds. This 
involves:

1. Synchronize the Chromium and CEF source code to a specific revision.
2. Build the CEF Debug and Release targets.
3. Create the CEF binary distribution package.
