dev tool don't work if not in executable directory

What steps will reproduce the problem?
1. put dev tools in other directory than executable directory
2. try launch dev tools

What is the expected output? What do you see instead?
I've got the error ""Error -2 when loading url 
chrome-devtools://devtools/devtools.html"

What version of the product are you using? On what operating system?
chromium r306
windows 7

Please provide any additional information below.
if I put the package dev-ttols in the directory of my executable application 
it's working
how can I define an other dev-tools directory ?
