Adding an Outbound Dialplan, ignores Enable=false #106

What steps will reproduce the problem?
1.Add an Outbound dialplan, set Enabled to False

What is the expected output? What do you see instead?
Observe entry is set to True, should have been false

What version of the product are you using? On what operating system?
R1229 on OpenWRT with FS 1.0.7

Please provide any additional information below.
Disable that entry (edit), observe set to False
