Account->User Manager->"+" should have a 'back' button

What steps will reproduce the problem?
1. Go to http://<ip address>/core/users/signup.php

What is the expected output? What do you see instead?
All but one 'add' forms from the 'Accounts' menu have 'back' buttons to let a 
user return back to the previous page if the user decided not to add anything 
(e.g. extension or gateway).
Only the form for adding users doesn't have a 'back' button which may be a bit 
inconvenient.
