Call Forward Busy, Call Forward No Answer #139

Call Forward All already exists, but what would also be nice are Call Forward 
Busy (line is call forwarded only when line is busy) and Call Forward No Answer 
(line is call forwarded only when line is not answered).

I think this feature is redundant
thats why we have ringing groups
