User login does not show extensions when first logged in

What steps will reproduce the problem?
1.  Log in as non admin
2.  The page has the header for extension but no data
3.

What is the expected output? What do you see instead?
Extensions for user should be shown

What version of the product are you using? On what operating system?
Latest as of sept 18. But has been an issue for the last 6+ months

Please provide any additional information below.
When the page is refreshed, the extensions appear.

I had this problem as well.  Need to load the page, it will appear.
