Infrastructure and service cost
Generally people paid by their own what they give to other: it is not really fair
Having a fund could help the project
Seems not to exists
Add payer "diversity"
Reserve a part of it for the vital part (domain name, hosting, ...) for annual fees
Some parts could pay a development,...
Could pay some marketing
I do not think it can be very large, at least in the beginning, even some people propose to give some money

To have a legal structure, like a non-profit organization, (expect costs at the creation)
Have a bank account: (expect annual fee)
Several person propose their help for free by providing
Human work
Infrastructure they own: web server, demo platform, infra
This help works well, cost nothing, should be used it as much as possible, and currently the only way
Involved people stay for a long time : high level of implication
But can perpetuate the "diversity" problem. But mitigations of this problem exist (sometime):
Multiple instance (of web server) provided by different person
Not so simple if a db ( a db server or a web server with a db), probably some exist in the ecosystem (mailing lists?)
Domain name
Admin is only 1 address: cannot have multiple one or with a different name
Can have multiple target web-server, but not as simple as that
