build remodel for a 6.3 #97

This updates the chiron-6 branch so that we can publish a new 6.3 version that support netstandard2.0. I recommend that we publish the prerelease that is build, and then tag the branch 6.3.0 to create a release version.

@ctaggart out of curiosity, why 6.3 instead of 7?

@panesofglass I'm not sure about the state of 7. When I tried it out, it looks like it will require code changes. Thanks for publishing 6.3.0!
