I encountered an issue trying to run Moonlight with GFE 3.23.0.74 as well. No easy way to find older GFE versions through the GeForce site, but if you know the fully qualified version number, you can extrapolate the download URL. I have found these:
http://us.download.nvidia.com/GFE/GFEClient/3.20.3.63/GeForce_Experience_v3.20.3.63.exe
**http://us.download.nvidia.com/GFE/GFEClient/3.22.0.32/GeForce_Experience_v3.22.0.32.exe**
http://us.download.nvidia.com/GFE/GFEClient/3.23.0.74/GeForce_Experience_v3.23.0.74.exe
As of the time of my comment, the bolded GFE version is the latest, intended to work with Vita Moonlight

I downgraded to an old version but the streaming is disabled and forces me to update.. So I 'm looking forward to vita-moonlight's update.. Many thanks!
I tried to take the GFE 3.22.0.32 but I still get a "can't connect to server" error in Moonlight on my Vita. Is it normal?

I can't use Moonlight either. Just wanted to test my new internet.

_NVIDIA GeForce Experience version: 3.23.0.74 Vita Moonlight version: 0.9.1 Vita Moonlight running on: PSVita 1000
Output of Vita Moonlight: Enable debug log in settings, then copy
ux0:data/moonlight/moonlight.log
What is the expected result? This version of Moonlight PsVita will work with the new version of NVIDIA GeForce Experience
What happens instead of that? This version of Moonlight PsVita not working with the new version NVIDIA GeForce Experience
