Update to the latest clp submodule commit. #39

Description

This PR:

Updates to the latest version of https://github.com/y-scope/clp to address https://github.com/y-scope/clp/issues/172.
Makes changes corresponding to refactored code in CLP
Switches the template implementation file-extension from .tpp to .inc.

Validation performed

Unit tests passe successfully.
