Add CI config to build package on every commit and release it on-demand

Description

• Add two profiles to support releasing to GitHub packages and releasing to Maven central
• Add GitHub actions and workflows that:
  • build the necessary native libraries and assemble the package for release;
  • release the package to GitHub packages;
  • allow releasing to Maven Central on-demand.

Validation performed

Verified that the actions and workflows work up until they need to release to Maven Central.
