Google TTS for Chrome only goes up to 38 percent before it slows down again #135

What steps will reproduce the problem?
1. On a Chrome browser with both Chrome Vox and Google TTS installed, press 
chrome vox plus right bracket until the rate is set to thirty eight percent.
2. Press chrome vox plus right bracket one more time.
3. Listen to the results.

What is the expected output?
The rate should get faster.
What do you see instead?
The rate slows.

What version of the product are you using? On what operating system?
Chrome Vox 1.31 on both OS X and Chrome OS.
