When you turn Dynamic Character Resolution On in Settings / Graphics, some NPCs only show their faces. It's fine if you turn it Off, but you won't be able to experience Dynamic Character Resolution.

its a known thing, Dynamic character resolution cannot be translated correctly

no workaround for it either, better to have it off as of now.

The Dynamic Character Resolution smoothens out the edges of characters to make it less pixelated. so there isn't much missing if u have a 1440p or 4k monitor.
