Support Ubuntu and Debian for FreeIPA server installation

Issue : isa-server-install fails with following error

ipa.ipapython.install.cli.install_tool(Server): ERROR    not well-formed (invalid token): line 2, column 14\nipa.ipapython.install.cli.install_tool(Server): ERROR    The ipa-server-install command failed. See /var/log/ipaserver-install.log for more information
