Setup constraints and allow rotation for the base view (not when a tool is up).

Tool rotation is added complexity, so for now I’ve just disabled rotation when a tool is opened.
Still need to inject #ifdefs to handle super old build targets. I believe this is iOS6+ compatible.
iOS9+ requires UIRequiresFullScreen to disable rotation for the tools (but not the rest of the app)
